    On my 1998 New Beetle 1.9 TDI, I would like to know whether the wastegate on the turbocharger should be open or closed at engine idle speeds. The vacuum on the N75 valve holds at about 18hg when idling at 900 rpm's. Should the reading return to zero at higher rpm's?
