Hi All,
I am very much a newbie here.
I have a 1982 Rabbit convertible that only needs turn signals to get safetied.
We have replaced the relay, the turn signal switch, and all the fuses seem to be working (we have placed them too).
Any thoughts? All four hazards work. When I turn the signal switch left or right, that green light on the dash comes on...but no flashing...just a solid green light, and no signals whatsoever.
Any opinions would be greatly appreciated. I am pretty much out of options...

The glowing light on the dash is usually a sign that one of the 2 fuses for the turn signals are bad.
If you haven't replaced both (f4) and (f19) do so, also you mention that the flasher relay has been replaced.
I have heard that there are issues with the "Wagner" brand generic flashers, that they can cause a similar issue.
If you haven't used a good vw oem relay from like www.germanautoparts.com then that is the best bet If you are sure that your
fuses measured short with a meter.
On a VW if you go through the wiring looms (schematics, diagrams), VW engineers used the 4-way Hazard switch in the circuit. The 4 way switch has a separate power and lamp ground to the light bulb for the switch. It is quite common to get those 2 things shorted together, which blows the fuse, and gives you the indication that the "4-ways" flash, and the turns only glow.
On the 81 cabriolet, they used the defroster light circuit in conjunction with the turn indicator.
I don't think it is the stalk.
It is either the replacement relay, and or the fuses....
i'm having somewhat of the same issue but instead of my turn signals being solid green left/right arrow. they just hyper flash after i installed new oe style headlights and changed out the hazard switch and all the signals work no burnt out bulbs. what fuses can i check?
Fast blinking flashers are because the resistance of the circuit is decreased and the flasher gets hotter quicker than normal.
If you installed LED bulbs and they don't have a resistor biasing then that is what to expect.
I would suspect a Generic Flasher over an oem. see www.cabby-info.com for information on the flashers. Not all flashers are good for VW.
You may have interrupted the grounds, did you relay the head lights?...
