Can you rely on the glow plug dashlight to signal that the glow plugs are hot enough to start the engine? Or do I need to give it about 5-10 seconds with the ignition on before starting?

Well first off what part of the country do you live in ? In Calif with the weather right now you shouldn't have to worry about waiting for the light to go off if it's in the 30's or even 40's I would give it a few sec.
So basically, the colder the environment the longer one should wait. Now that it's warmer the light goes out very quickly.

That's what it's designed to do, if you find it hard to start there are other issues
Even with my 2002 mkiv Golf tdi I didn't have issues in cold weather at -20*C and 275,000 Kms
