golf mk2 driver

hi im new to this forum and hoping you can help.I have a 1997 golf mk2 driver 1.6 just bought it and feel i might have been mugged.The problem is when i start the car the car just runs as normal for about 15 seconds then the engine revs slowly drop and it smokes like stink out the exhaust,then slowly the revs pick up and the smoke clears a bit,then the engine races at about 3 thousand revs and wont tick over normally.Any help much appreciated.

A 1997 is a MK3.
