Heater broken

I just bought a 1991 VW golf GL and the heater bypass is broken from what the seller said. So what would i have to do to fix that. Oh btw its almost snowing where im at

So the heater bypass is broken? Then you have heat all the time? or you don't have any heat?

I would suspect that you have a issue with the heater valve. If you move the heat to cold slider or dial, on the inside of the engine bay usually to the left of the brake booster you should see 2 heater hoses, one of those has a valve on it. When you move the heater slider do you see that valve move?
I would suspect that it isn't or if it does it may be broken internally.
