Front or Rear?
Not sure about the Racelands, bu on my Koni's I do the following...
Front
Jack up, remove wheel if you need more space to work
Loosen the locking collars (These spin up/down the threaded portion of the shock) with the spanner wrench that came with your kit.
Turn the bottom locking collar, spinning it down the shock until it can't be turned anymore (I'd prob back it up one turn just to be safe after that)
Turn the Spring (should be enough weight to turn the upper locking collar, if not use the spanner wrench to do it) spinning it so that the upper locking collar moves down the shock.
Do this until you can't turn it any more, than use the spanner wrenches to tighten (Turn bottom locking collar in the direction to make it go up (or just hold it), and top locking collar in the direction to make it go down. This prevents the height from adjusting itself when the shock turns when you turn the wheel.
Rear = More work, I'll explain if you need but I thought you said it was all the way down already...
